This is Delilah. A necromancer.
She lives in a modern world that has no idea that magic exists. At least, the humans don't.
There is a council of magic that determines the judgments upon those who break the rules.
1. Do not reveal thyself to the humans or any entity thereof.
2. Do not leave your kill for the humans to find. Which would also break rule 1.
3. Do not use magic in front of the humans without wiping the memory. Also breaks rule 1.
Basically. Anything that reveals the world of magic to the humans is forbidden. Otherwise the Council doesn't care for the goings on of the world.
Delilah is an agent of the council. A bounty hunter of sorts. Her employment is through the council and they pay her a salary to hunt those who break the rules and threaten to expose the realm of magic.
Delilah uses a darker magic than most. She is a necromancer, and uses her abilities to find her prey through the dead they leave behind.
Her target is mad, feral. And has left a string of bodies in his wake. She works to find him. Until he finds her. And uses his own magic to entice and seduce the huntress.
