Ghost: She can make herself temporally ghost-like and pass through solid objects and become almost invisible. She can even manipulate objects around her selectively.
Note: the longer she stays in that state the more drained she becomes. Therefore if you can force her to say in that state for an extended period of time she will collapse to the ground asleep.
If a power jamming weapon or weapon designed specifically to combat her power is used she's defenseless against it.

Drain: she has the ability either through contact or proximity to drain a person's energy (NPCs only)

Telepathic: although limited in power she can put thoughts into one's mind, not to control them but to communicate and play mind games.
Empathic: she can project emotions onto others and make them feel sad, happy or even energetic.
Abilities: she has above average perception, which makes her more aware of her surroundings. This is due to genetics and practice.

She's firmly on the side of the resistance but prefers to act as a lone wolf.
Personality: She can be quite a sweet and kind person on the surface but deep down she harbors a deep hatred for the government and will stab a soldier in the back if given a chance.

Bio: Sakiko was born in a small town approximately 500 miles east of the government capital. It was a nice quiet place away from all the political upheaval that had been ravaging the world since the government came to power. That was until five years ago when the government decided they wanted to build a base where the town was. The Government wanted to increase their control over the area at minimal cost so they made claims that there where resistance members and synthesizers living there before slaughtering everyone there, or so they thought.
Sakiko had escaped into the forest with her life and the clothes on her back. Her father had taught her how to survive in the wilderness so she knew how to survive, but no one taught her how to do it while on the run.
A month later she stumbled across a small resistance base. Having barely found enough to eat and drink for the past month she just walked up to it causing everyone who could see her nearly shoot her but somehow no one pulled the trigger. The men at the base, however, sent Sakiko through a battery of questions before letting her stay.
They quickly taught her everything they could teach her and sent her out on missions with different groups from the base. Unfortunately, 3 years after her home was bulldozed the new government base started to catch wind of where the attacks from local resistance groups were coming from, forcing them to disperse till things cooled down.
For the next year and a half, she stuck with members of her group before they got arrested, leaving her alone and unchecked.
With no one over her and as far as the government was concerned dead she started pestering government personnel, sabotaging vehicles and causing government convoys to crash using her ghost powers.
She quickly became a thorn in the government's side because no amount of listening to street chatter and wiretaps was going help stop her. The false leads didn't help either.
She eventually made her way to the capital with intent to cause trouble.
