Super abilities tend to occur because a human has been triggered by a traumatic event, but it doesn't always happen. Just like how people may develop their own set of mental disorders because of the event, the same goes for supernatural abilities. But most people do not experience such a gift or curse (depending on how you look at it) and only in the rarest of cases do people manage to walk away mentally unscathed with even one ability. These types are often called Scarred, or Broken, though the latter has been deemed more of a demeaning term by most humans. Because of the fact many people with these abilities end up mentally unhealthy, they tend to keep to themselves or worse, end up a harm to themselves and others.
The Peregrine Program
Some people see Scarred as a door to the future of human evolution, or the promise that stronger humans could be made. The Peregrine Program, founded by long dead Arthur Peregrine, is a government funded organization that seeks to achieve this. By taking in volunteer guinea pigs with the false promise of compensation money, they run the patients through a series of experimental drug trials and traumatic events in an effort to trigger the development of abilities without the mental scars. Suffice it to say they're often unsuccessful, with those who come out broken ending up requiring psychiatric help and in the worst-case scenario, containment and rehabilitation.
