Long ago when the world was still young, dragons ruled the lands. Highly intelligent, immense in size and strength, and unmatched in longevity, dragons had little competition. That was until man began to walk the earth.

Mankind posed an interesting threat: equal in intelligence, unmatched in dexterity, and far more prolific than their dragon counterparts. Despite their lack of size and armored scales, mankind quickly made themselves quite the menace. The true competition began, however, when man stole fire from the dragons. With fire, mankind began to rapidly advance. They could forge tools, craft complex civilizations, and most of all, learn magic.

Dragons found themselves threatened by these newcomers. They were quickly spreading across the earth, disregarding ancient territory lines that the dragons had honored for millenia. Mankind began to mine under sacred mountains for ore, burn acres of forest to farm, and slay any dragon that tried to stop them. Unable to understand the language and motives of the other kind, war was inevitable.

The dragon-human wars formed a new world. Long gone were the days of peace and prosperity. Now, it was a race to defeat the other side. Kingdoms rose and fell, ancient lore forgotten, and entire societies buried. Finally, hope for peace came in the form of a new emerging race.

These new creatures, drakanthropes, could take the forms of both men and dragons. They were a bridge between the two warring worlds. The drakans quickly spread, on a mission to end the senseless violence. Their striking appearance made them stand out: never quite human, and never quite dragon. Still, they could commune with both sides.

After centuries of war, the drakans finally succeeded. With dragons and mankind both at the ends of their ropes, the two kinds came together to settle their differences civilly. Treaties were written, councils were assembled, and allegiances were made. Slowly, the world fell into a cautious peace.

The efforts of the drakan weren't without loss, however. Already rare in numbers, their kind suffered heavily throughout the war. As the need for their activism waned, slowly the rest began to disappear. Today, only two known drakan remain. One, a king, aims to keep the peace between human and dragons alike. The other, a would-be tyrant, seeks the glory days when dragons ruled unchallenged.

Neither makes a move towards the other, aside from occasional petty spats, for fear of tipping the balance against themselves. Both rely on approval of their loyal followers to remain in power. A new discovery offers the threat of power. A third drakan has recently come of age to take her dragon form. The king and tyrant both vie for her capture: one to protect her, and one to exploit her power.

It's not entirely known where the third drakan came from. She was raised in seclusion by elves, ignorant of her own heritage. She thought she was just another creature of the forest until she reached 100 years of age, and the dragon inside of her threatened to break free.

TL;DR:

Dragons and humans were at war until a third race of dragon shifters brought about peace.

After a long era of peace, only two of those shifters, drakans, are known to exist. One is a good and beloved king, the other is a not so good, war hungry, anti-human tyrant.

Out of the blue, a third, female drakan is discovered as she comes of age to transform (100 years).

The king and tyrant both want to snatch her up, but for entirely different reasons. The king wants to keep her safe from the tyrant, the tyrant wants to abuse her.

The female drakan has been so far unaware of her race and her own power. She was raised in a nice, peaceful forest with elves and far away from this war nonsense. Now, she's about to be dragged front and center of it.
