SETTING: THE ETERNAL STATE
Government Structure:
- Type: Paracorporate authoritarian regime
- Power Structure: Controlled by a web of organizations, interstellar corporations, and covert agencies. No single body rules; power is distributed among specialized nodes that oversee sectors like trade, social behavior, history, and death.
- Public Assembly: None. Formal democratic structures were dissolved five decades ago.
Star Systems & Territories
Sol System (Core Sector):
- Home to the original capital.
- Earth is largely administrative and symbolic; Mars hosts most active commerce.
- Luna Base Alpha is the seat of the Ministry of Continuance.
- Titan (Saturnian moon) houses multiple classified blacksites and memory vaults.
- Rich in asteroid mining and plasma conversion stations.
- Civilian population limited; labor-class citizens are rotated on contracts.
- Site of Kestrel Nine, a decommissioning facility orbiting the gas giant Vallis-4.
- Controlled by Clairmont Initiative-allied biotech firms.
- Suspected location of Initiative R&D blacksites (unconfirmed).
- Known for neural interface testing and AI controlled zones.
- Home of the smaller Clairmont Initiative organization, orbiting the ice moon Naulith.
- Houses rehabilitation and reeducation centers under Continuance oversight.
- Known for high social credit enforcement and narrative maintenance campaigns.
- Population is majority Class-B and C citizens—monitored for ideological compliance.
Occupational Assignment in the Eternal State
Placements are finalized by age 16 and are binding. Citizens are assigned professions not for personal fulfillment, but for optimal State utility.
- High-stability profiles may be placed in logistics, infrastructure, or administrative oversight.
- Emotionally neutral individuals are preferred for medical, psychological, or compliance-related fields.
- Those flagged for creativity or unpredictability are often steered toward entertainment propaganda, tech experimentation, or quiet removal.
Cultural Norms & Social Conditioning
- Recreation is required, not optional.
- Citizens are assigned recreation cycles based on occupational tier and assessed mental load index. The goal is not leisure, but optimized functionality.
- Approved activities include:
- Real and simulated exercise loops
- State-sanctioned VR immersion ("Safe Fantasy")
- Productivity-focused games with embedded compliance themes
- Monitored socialization quotas via regulated forums.
- Non-participation is flagged. Skipping scheduled recreation sessions may result in decreased social credit, invasive wellness checks, or temporary reassignment for "restabilization."
- In the interest of combating population decline, same-sex relationships were officially banned by the Ministry ten years ago.
- Under the Amendment to the Continuity Mandate, all same-sex unions were annulled overnight. State records were purged. Any reference to prior legal recognition was quietly erased from the infraweb.
- Riots broke out across the star systems. They were silenced within days. Those who protested were labeled destabilizers, reassigned, or disappeared.
- Public displays of same-sex affection are now considered subversive.
- While not technically a capital crime, queerness is viewed as deviant, unproductive, and corrosive to the State's reproductive and social objectives.
- Charges often fall under "moral dissonance," "civil violence," or "nonconformist behavior."
- Emotional intimacy—especially between men—is stigmatized as weakness.
- Brotherhood is permitted. Affection is not.
- Initiative operatives are trained to monitor for signs of emotional compromise. Love is classified as a potential breach.
- Most repress it. Some indulge in secret. Fewer survive the fallout.
- In elite circles, discreet affairs are tolerated so long as they are unspoken, unrecorded, and deniable.
- In lower tiers, suspicion alone can lead to reassignment, reeducation, or reclassification as noncompliant.
- Full citizens have access to high-end tech, longevity treatments, and star system relocation.
- Lower classes serve in megastructures, data silos, factories, or combat zones.
- Criminals are stripped of identity and often repurposed or disposed of.
Class Structure & Social Credit System
The Eternal State divides its population into a stratified class system based on aptitude, compliance, and generational status. Movement between classes is rare and usually punitive. Officially, class is not hereditary—but the system favors legacy citizens.
Class Tiers
Class A: Priority Citizens
- Access to advanced medical treatments, longevity programs, and intersystem relocation.
- Typically reside in orbital cities, academic centers, or administrative colonies.
- Protected from most forms of surveillance, but expected to model perfect ideological behavior.
- Assigned roles in mid-level management, infrastructure, and public-facing compliance work.
- Access to limited privileges (e.g., entertainment blocks, internal transit).
- Heavily monitored for emotional deviation and political unreliability.
- Assigned to megastructures, mining colonies, hydrofarm rings, and manual service roles.
- Live under round-the-clock surveillance with minimal personal autonomy.
- Most commonly reassigned, reeducated, or reclassified.
- Includes flagged dissidents, criminal entities, and unstable profiles.
- Subject to identity erasure, biometric suppression, or repurposing under Clause 18.7.
All citizens are evaluated under the Continuance Behavioral Index (CBI)—a dynamic score determined by speech patterns, activity logs, biometrics, and psychological audits.
Factors impacting score:
- Attendance to mandated recreation
- Language use in monitored conversation
- Emotional volatility during audits
- Compliance with assigned labor roles
- Proximity to known or suspected noncompliant individuals
- 800–1000: Model Citizen
- 600–799: Stable, under review
- 400–599: Conditional status; flagged for restabilization
- Below 400: Reassignment, erasure, or repurposing likely
KEY ORGANIZATIONS
Ministry of Continuance
Sector Classification: State-Aligned Megacorporation
Status: Largest corporate entity within the Eternal State
Headquarters: Luna Base Alpha, Earth's Moon (Sol System)
Origin: Founded as the Office of Continuity during the Intercolonial Collapse, later privatized and expanded post-Unification under Directive Sigma-3.
Overview
The Ministry of Continuance is the dominant corporate and regulatory force in the Eternal State, functioning as a pseudo-governmental body responsible for cultural cohesion, narrative regulation, and systemic maintenance. While other institutions wield power through force or intelligence, the Ministry exerts control through infrastructure.Though officially presented as a stabilizing bureaucracy, the Ministry is in practice an industrial-state leviathan, quietly responsible for the Eternal State's survival. The Ministry considers itself not an oppressor, but a caretaker of continuity—preserving the illusion of normalcy at any cost. Most citizens will live inside its architecture from birth to death.
Primary Domains of Control
Historical Record & Cultural Revision- Oversees public memory, educational frameworks, and official state timelines.
- Approves or deletes public holidays, hero figures, rebellions, and genocides.
- Owns or licenses the majority of state-approved factories, refineries, and orbital processing centers.
- Distributes standard-issue tools, clothing, furniture, and identification tech.
- Manufactures its own arms, drones, uniforms, and reconditioning chambers to frontline for the Ministry and other corporations.
- Maintains the Continuity Mandate, including language sanitization, therapy oversight, and recreational programming.
- Operates subnets of the Infraweb responsible for social credit scoring and citizen flagging.
- Manages birth, death, work placement, and all transitions between class tiers.
- Issues or revokes legal existence on command.
The Clairmont Initiative
Status: Mid-tier organization with disproportionate influence
Headquarters: Velcrin Station, orbiting Naulith (Neris System)
Founded: Originally a Continuance oversight cell; restructured post-Amnesty Accord into a standalone covert operations division.
Overview
The Clairmont Initiative is a discreet intelligence organization specializing in subversion, corporate destabilization, covert asset management, and high-clearance information control. Though smaller and less publicly integrated than the Ministry of Continuance, the Initiative operates with surgical precision—and within narrower but deeper corridors of power. Its purpose is not preservation, but containment—of ideas, people, and events too volatile for public interpretation. If Continuance rewrites history, Clairmont ensures there's no evidence left to revise.
Core Functions
Covert Operations & Blacksite Retrieval- Specializes in the quiet extraction of compromised assets, rogue officials, and data-leaking executives.
- Authorizes kill switches, false flag campaigns, and identity collapses under SCI clearance levels V to XI.
- Embedded in competing megacorporations under contract or shadow ownership.
- Regularly interferes in industrial bidding wars, R&D leaks, and trade-route sabotage to maintain balance of power.
- Operates through "dead-link" brokers who trade in microdata, illicit memory strands, and classified awareness.
- Filters and buries ideological contagions before they reach the public zone.
- Unofficially manages the repurposing of condemned operatives, political liabilities, and failed prototypes.
- Field agents like Casian Rhane are tasked with controlling and recycling disposable assets.
Public Visibility
Virtually nonexistent. The Initiative has no insignia, no public office, and no known personnel—only rumors. Most citizens believe it to be a relic of an older war, or a Continuance myth used to frighten noncompliant workers.Clairmont & Continuance: How They Work Together (and Against Each Other)
Imagine the Eternal State is a giant machine.
- The Ministry of Continuance is the team constantly polishing it, repainting the parts, and updating the instruction manual so no one notices it's rusting. They make everything look smooth, stable, and inevitable—even when it isn't. Their job is to keep people calm by controlling what they see, remember, and believe.
- The Clairmont Initiative is the team that sneaks inside the machine at night, removes the leaking parts, replaces the broken wires, and sometimes just throws out a piece before it explodes. They don't care how it looks—they care if it doesn't detonate.
- Clairmont silences a rogue scientist. Continuance erases the scandal by rewriting their last ten years of research—unwittingly destroying intel Clairmont was still tracing.
- Continuance reclassifies a former whistleblower as mentally unstable and publicly broadcasts their breakdown. Clairmont had been using the whistleblower as a conduit to track deeper leaks. The stunt forces Clairmont to burn the asset—so in retaliation, they release one piece of the original complaint anonymously to destabilize Continuance's narrative.
- Clairmont secures a dangerous AI protocol for quiet analysis. Continuance overwrites the original archive to maintain "timeline clarity"—rendering the protocol unusable and killing two analysts in the process.
- Continuance schedules a planetary-wide narrative shift—declassifying a past war as a hoax. Clairmont, knowing several active assets were built on that war's legacy, fakes a small but "authentic" rebellion to make the war seem unfinished—delaying Continuance's campaign and protecting years of embedded groundwork.
- Continuance needs Clairmont to cover their mess.
- Clairmont needs Continuance to make problems disappear before they become news.
TECHNOLOGY & SURVEILLANCE
- Kill Switches:
- Installed in condemned operatives. Remote-activated. Usually injected at sentencing.
- Some are set to trigger by emotion spikes, location, or disobedience patterns.
- Memory Redaction:
- Used on both enemies and agents. Targets can be "wiped" and reprogrammed.
- Some operatives lose pieces of themselves over time. Others learn to hide from scans.
- Orbital Prisons:
- Off-grid correctional facilities run by private contractors like Virelex Holdings.
- Used to store, recycle, or repurpose defective assets or criminals.
