Phlegethos
4th layer of Hell

The landscape of Phlegethos was bleak, featuring gouting fires, hills of ash, pits of smoking dung, and massive volcanoes underneath a dark, starless void. The volcanoes expelled rivers of lava that flowed into bubbling pools and seas of molten magma, which brewed hurricanes of hot wind, choking smoke and pyroclastic ash. So permeated by heat was Phlegethos that the ground was always uncomfortably hot, and the air temperature high enough to char meat and ripple the air with distortion.

Ironically for the most archetypal Hell, Phlegethos had the most chaotic and concealing physical environment in the Nine Hells. It was a violent land where ground tremors were common and eruptions occurred often, where jets of flame spouted from a million fissures and it was not unusual for more to suddenly open in the scalding, crystalline earth, and where long, worm-like volcanic tubes in the rock and other formations provided plentiful hiding spaces. Though the volcanic activity made the plane more dangerous, to the point it occasionally destroyed objects in mid-air, it also made the plane rich in mineral wealth. All major metals (including the metals unique to the Hells,) could be found in Phlegethos; obsidian and diamonds were abound in hardened lava-flows, and rubies, sapphires, zircons, spinels, tourmalines and lazurite could be found under the earth. Here was made much of the mundane weaponry of the Hells, which Belial was paid handsomely for in treasure, services, and favors.

Despite its fiery nature, there were parts of Phlegethos with moisture. The plane's outlands were reeking fens which, like Phlegethos's neighbor Minauros, were wetter and lower than the interior. There was even a kind of plant life on the layer, the fire grapes, from which the somewhat subtle known as "infernal wine" was distilled.

Lords & Demons

Fierna and Belial, the Lords of the Fourth, rule the layer of Phlegethos. They reside in the city of Abriymoch in a palace of jagged obsidian built on one lip of the caldera.

Fierna and Belial are archdevils who resemble slightly devilish-looking humanoids. Fierna fights with a blade of fire that she summons at will and Belial, with a mighty ranseur.

Following the Reckoning Belial was demoted from official to unofficial ruler or Phlegethos, with Fierna taking the mantle of leadership and Belial wearing the mantle of leadership. This situation suited both just fine until Glasya's ascension to rulership of Malbolge. Since then Fierna has struck a fast friendship with Glasya, and at her urging is moving to gain greater independence from her father (and rumored consort). Moreover, since the death of Fierna's mother Naome (Belial's former consort), both she-devils now share the mutual grief of having a dead mother. This fact caused them to become even more united. Belial, for his part, has been attempting to keep tabs on his daughter's behavior without provoking her to greater autonomy, even putting many of his schemes against Levistus, Lord of Stygia, on hold. Belial is also considering various actions against Glasya, to make her a less appealing role model for Fierna. He is fully aware that the line he treads is thin, however as any obvious strikes against Asmodeus' daughter could not only inspire his own progeny to rebellion, but be construed as moves against Asmodeus himself.

Demon Erbus

Bored with the rulership of military affairs, Belial and Fierna turned this role over to Erbus. As demons could never rule hell directly, Erbus found himself in control of Phlegethos' mighty army, which consisted of demons and devils.

Fearing that a demon was given too much power, several devils attempted to overthrow Erbus. None survived the encounter. Erbus has shown a cunning military mind and takes great pride in his task. Very rarely does Erbus need to speak with Belial or Fierna. In his court, he rules with an iron fist.

His throne room is absolutely massive, with black obsidian walls and floors. Across from his throne chair, which is also made of black obsidian with spikes jutting out in all directions. There were massive doors that allowed entrance into this room of horror.

On the wall behind the throne chair were large spikes and hooks, and upon them some impaled through the stomach, others through their rectum, and others through their chest or neck were various demons of all types. Locked in an eternal torment that they could not die from. It is said that when the moaning of these victims is ordered, it echoes in his chambers like an orchestra.

Cornugon Devils

Cornugons were ogre-sized creatures whose bodies can reach up to 9 ft (2.7 m). They were 600 lb (270 kg), roughly humanoid beings with bodies sheathed in repulsive scales.[2] The presence they possessed was considered intimidating even to other devils, as their massive wings, sweeping horns, and serpentine tails furthered their frightening appearance.

Despite being among the most capable and cunning of the baatezu, cornugons were also some of the least likely to betray their superiors, making them powerful assets. The true source of their loyalty was a point of contention although they notably hated and feared those stronger than themselves and so acted to avoid risk to themselves. While some claimed their true nature was militaristic and disciplined others said their loyalty stemmed from laziness, and their love of battle from belligerence. Regardless of the reasons for their obedience, if thoroughly agitated they were capable of daunting rage.

Nalfeshnee Devil

Nalfeshnees were repulsive demons that towered over most other demonic entities, standing at least 10 feet (3 meters) tall. Most, however, stood over 20 feet (6.1 meters) tall and weighed a gargantuan 8,000 pounds (3,600 kilograms), with some being even more massive. Among the most hideous of demonic powers, their bodies were most generously described as corpulent, combining the most abysmal features of a boar and ape into a bipedal monstrosity. They had small, feathered wings, greatly undersized compared to their rotund figures, that despite their flimsy appearance, enabled nalfeshnees to fly. Nalfeshnees did not so much walk as waddle, when they were not simply flying. Their glowing red eyes looked hungrily at most mortals they came across.

Behind their swinish exterior, both in appearance and behavior, nalfeshnees possessed a dangerous intellect. Other beings were placed within three categories by nalfeshnees: "fit to eat", "fit to use", and "fit to serve". Creatures a nalfeshnee would consume included animals, lesser demons, and most humanoid races. They did not conduct negotiations with these beings, the same as most people would not converse with their food. Among a nalfeshnee's preferred foods were halflings and terrified beings.

The Torturer

Notes/Personality: The Torturer is a twisted form of a Cornugon's Devil. Much smaller in size, she is also female. Her bones show through her ashy skin tones. Horns adorn her head in several directions. Her eyes are not red but yellow. Her tail, unlike a Cornugon is spiked, not snake-like. She walks on hooved feet. Little is known of The Torturer; rumors say she spent the night with Fierna and was changed forever after. She is utterly loyal to Erbus and takes great delight in torturing those he deems fit, regardless of size or strength.
