Aight, here's my villain lady

Real name: Unknown, current alias Diana Prince (after an old comic character)

Lady's costume is whatever the situation calls for. She has a great many disguises, but often times wears an all black skintight suit and sunglasses. She wears her sunglasses at night lol
Occupation: Assassin, spy, mercenary, thief. Whatever brings in the money.
Backstory: An assassin from unknown origins, the Lady in Black simply appeared one day and began taking jobs. Whatever the job, as long as it paid, she was out to do it. In a world of superheroes and villains, it's quite impressive that an 'ordinary' human has been able to keep up.
Powers: None, technically. Lady is a perfectly ordinary human. But she has, as Liam Neeson once said, a particular set of skills. She's very good with guns and martial arts, but her true skills are in her espionage skills. Lady is incredibly skilled at using make up and disguises to radically change her appearance. Her skills with technology and hacking is also quite high. Not to mention the plenty of gadgets
Weaknesses (if any): She is just a human.
Personality traits and interests: Lady is quite flirtatous, and enjoys the lavish lifestyle. Although she does well, her 'no-kill-capes' policy can make it difficult for other villains to work with her.

In the interest of fairness, I've come up with some NPC heroes. Treat both these and the NPC villains as a pool that anyone can dip into if they're in need of someone to act as a jobber or an ally for a scene, and can do with them pretty much what they wish. Let's not kill them off too quickly, though. Also, if you have any ideas for NPC heroes/villains you'd like to introduce for your characters plots, go right ahead.

Weaknesses: Krigans are highly vulnerable to psychic attacks, something his helmet ordinarily protects against but becomes a problem if he looses it.

Weaknesses: Is a normal human, so is very squishy compared to most heroes.

On the outset she looks lik any ordinary girl. Dark, ebony hair trails down to her waist, pale skin scratched in places otherwise perfectly fine if not a little pale. She most often can be seen wearingwhite button up shirts, a laced black colar hiding the scar that blemishes her throat - th black ascot or tie a design choice she likes to incorportae when she can.

Tabitha always carries a duel-purpose cloak with her whenever she travels. The cloak is incredibly stretchy, able to shift with her body and has some discrete laces at the front that she can use to tie around her body like a dress when she finds herself in need of more covering. It at least keeps her modest enough after a fight.

Her favourite by far was the panther that snarled at the workers but purred when she offered it secret slices of food.Never understanding just how badly the animals were tormented in the small cages, Tabitha one day opens the panther's cage, causing several deaths and years of damage to the work her father had been doing. In the chaos, and nursing a small slection of cuts from her troubles, Tabitha stumbled into a closed-off room, tumbling into blood samples and formulas that amalgamated in her veins. By the next month, Tabitha found that she could shift into any animal that she had shared blood with.

Not only is it incredibly painful to shift, but the longer Tabitha stays as an animal, the less human she becomes. There's a very real possibility that if she pushes herself to far one day she will be stuck as an animal with no connection to her humanity.
While having better strength and senses when shifted, she is only capable of so much - no thumbs for one!
Animals will react to her depending on which animal she last was, as if they can't see her as human at all. If she was last a rabbit, a cat will see her as such.

In terms of alignment, maybe she could be a rogue somewhere in between?
 
Kind of like Catwoman. She's not on the same villain level as, say, Two Face or Joker, but she's also not a good guy either. She has her own interests and sometimes those align with the side of good.
I was actually thinking about cat-woman as soon as Organic put the idea out there and I feel like it would work super well. I can see her getting into some funny situations with Leah actually, her bubble powers are going to be amazing to play with and against xD

I'm actually open to having some pre-established character dynamics with people too if anyone wanted to brainstorm how our creations would get along <3

Honestly me right now wonedering if I could handle two characters to bounce around the story.
With Tabitha being a little chaotic in her alignment, also having a by-the-books rule-enforcer on the hero's team could make for some good conflicts.

The arrival of Invincible S2 has put me in a mood for superhero action. I'm looking for heroes, villains, in-betweeners and civilians living in a version of New York (or elsewhere, if desired) where superpowers are a common sight.

In the 20th century, the world came to be dominated by super-heroics. No longer figures of myth or scientific curiosities, individuals possessing incredible powers became major public figures both as protectors and destroyers. Starting with a few attention-seekers but later becoming common throughout the 'community', they started adopting flashy costumes and larger-than-life personas, becoming icons of both hope and fear. Over time they began to join together to form groups, super-teams and leagues of villains that clashed in great crisis's.

Despite what the comics would have to think, superheroes were not indestructible. Over time the most famous heroes and villains died in action, or became too injured to continue, or got old enough to retire peacefully to live with their families. This die-off of the previous generation of the super-empowered was accelerated rapidly by the Final War, the great conflict between heroes and villains that ended in the world being saved from total destruction, but at the cost of many of the world's most famous metahumans.

Those who came into their powers before this event came to be known as the Old Guard. But those who have come after, in the early decades of the 21st century, have come to be known as the New Guard.

The world is always becoming a stranger and more incredible place, and as the ranks of the New Guard swell to replace those who came before, this new generation will have to find their place in it.

The Final War would have been around the mid-90s, shortly after the end of the Cold War and the geopolitical fallout of the collapse of the Soviet Union. Whilst the world's civilian governments and it's most influential superhero groups - primarily, the Soldiers of Freedom (US-based and funded by the US government Bureau of Superhuman Affairs) and the Champions of Earth (Globally focused, funded by the UN Superhuman Research Agency) - were busy dealing with the political situation and the sudden leaking of Soviet superhuman research materials onto the black market, many superpowered criminal and terrorist groups were quietly forming a coalition to unite their resources under the leadership of the infamous Exarch Xand.

Xand was a psychic alien warlord who had been exiled from his own homeworld and had set up shop on Earth under the guise of a tech magnate, and had built up massive resources that he was using to fund various criminal groups around the world. In 1995 he brought most of the world's superpowered villain teams under his control, as well as various extraterrestrial and interdimensional allies who wanted to invade Earth, and offered them all a piece of the planet to rule if they followed his leadership. Together they launched a simultaneous attack across most of the world's nations, attempting to overthrow their governments and bring in an age of superpowered tyranny.

The Soldiers and Champions rallied together as many of their members and independent heroes as they could to fight back, and the battle was eventually won but at a great cost, with the SOldiers of Freedom having been almost entirely wiped out and the Champions also losing many of their most powerful members. Thankfully, the villains also took heavy losses, with Xand himself reported to have been killed in action, although with him nobody was sure if the body sitting in a morgue at the Bureau is definitely the real him or if he's still in hiding somewhere.

Since it's 2023 now, most characters in their 20s or 30s will remember the Final War occurring during their childhoods, and most of the world's major cities still have areas undergoing reconstruction or memorials to those that were lost. The loss of so many heroes and villains is what has also created such a massive power vacuum that has opened up opportunities for new supers to make their mark.

In terms of tone, I'd like to aim for something similar to Invincible; this isn't grimdark or a deconstruction, it's a true four colour superhero universe but one that's rated 18+ so the heroes and villains can and will kill, and the fights can get quite bloody (although not gratuitous). This also means that supers in this universe do indeed fuck, but any NSFW scenes should be behind a spoiler block.

In terms of power levels, I'll allow characters up to Superman-level strength but let's avoid characters on a level where they can basically godmode against anything thrown against them. This is meant to be an original setting but if you want to use a character from Marvel or DC or another other established setting that's fine by me too.

Your characters are meant to be part of the New Guard (unless a civilian), but if you want to be a surviving member of the older generation of metahumans that's fine as well.

The setting will be primarily centered on New York but if you want have your character be based elsewhere and only occasionally cross paths with NY based characters, that's fine by me. This is also meant to be a 'shared universe' where each character will have their own plot and can team up or come into conflict, but it won't be required to join up into a team.

Species and appearance: Human. Black hair, tan skin, muscular about 5'11.
Age: 29
Alignment: Villian
Costume/clothing: A black outfit with red stripes. A mask that looks like an old plague mask to hide his identity.
Occupation: Researcher (specifically of treatments for diseases)
Backstory: Was a child during the war. Grew up fascinated with science so went and studied diseases, as well as genetics as school becoming an up and coming scholar in both. He had nice parents both civilians, father in the line of police so he doesn't like heros or villains and mother as a doctor. He discovered his power with his first dog died and he brought it back to life, however it tried to kill everyone.
Powers: Can heal and raise from dead with limitations.
Weaknesses (if any): Using his powers drains his own lifeforce so he is weak and susceptable to attacks and if overdone will pass out.
Personality traits and interests: He is a quiet villain, usually called by others when people are hurt but not to fight in major battles he doesn't hang out with a crowd and works most of the time trying to find out how to recreate some of the worlds fatalist diseases. His job thinks he is trying to cure them.

Honestly me right now wonedering if I could handle two characters to bounce around the story.
With Tabitha being a little chaotic in her alignment, also having a by-the-books rule-enforcer on the hero's team could make for some good conflicts.

So what's the idea you had with a Bureau of Superhero Affairs?

The Bureau is the branch of the US government that deals with superpowered individuals within it's territories (and in those parts of the world where the US has significant geopolitical influence and interest.) They provide logistical support to supers who work with them like the Soldiers of Freedom and engage in clean-up and monitoring of potential superpowered threats. They also like to hoard things like alien technology and weaponry created by supervillains, just in case they ever need them.

Think of them as the SHIELD equivalent in this world.

I hear you. Are you looking for more offensive firepower because I could add telekinesis to this as a side shoot of it kind of explaining how he heals but then being able to attack.
