Setting: 2136, the world fell prey to natural disasters that left the majority of livable land flooded generations prior. The remaining island nations don't leave much room for advancement, thus the sparse population is left in a second dark age.
Only the intelligent and strong survive, as there are many dangers this hellish ocean-scape has to offer. The once radioactive waters have given birth to mutated sea life are home to not only the huddled masses who dream for any form of humanity, but also fearsome Raiders who go port to port trying to snuff that dream out.
Additional info:
-Though most technologies were lost in the great flood of 2034, some remain. Including but not limited to:
* Shipbuilding (Basic sailing)
* Electricity
* Cameras and monitors for surveillance
* Basic medicine, with small forms of surgery.
* Irrigation, and farming.
* Small gadgets and household equipment.
* Tactical weapons-Guns, Bows, Knives.
-About Raiders (Sea-Scavvers)
* Raiders, also know as Sea-Scavvers, control the majority of settlements through sheer force, or trade. They are highly respected, and feared.
* With a large population consisting of many races their militia is unmatched. Approx. 500k strong.
* Due to their control over the majority of the outside population, they have access to not only a vast amount of resources but information making them one of the most technologically advanced groups in the modern age.
* Their government acts like a monarchy kingdom, with a chief leader and a royal family.
* Their homeland sits above where Russia sank, and the waters surrounding it are breeding ground to large, aggressive sea-life.
* Unlike pirates, Sea-Scavvers don't limit their pillaging to the sea, but pillage on land as well.
-About the rest of the world
* The reduced global population is near 20 million, with only those whose ancestors were able to find high-ground being able to survive the calamity.
* The groups of people range from rural to nearly urban, with governments that also range between anarchy to communism.
* Ships not owned by Sea-Scavvers are rare so most people have never left their birthplace.
* Education is nearly non-existent due to manual labor being how most make their livings.
* There are rumors of an uprising against the Sea-Scavvers in the Far East.
* Some forms of religion from the old world still exist, but have been bastardized.
